Minister of Agriculture, Antonio Walker: "We need a great national agreement for the distribution of water"

Agriculture can be understood as a triangle formed by climate, soil and water. It is in relation to the water resource in which the farmers put emphasis and recognize that it is a good for public use.

The producer does not own the water, he only has the right to use this element, so it is a priority to have a new code that provides legal certainty to the holder of those rights to help us invest in infrastructure, because as we have a title of domain for land, we need something similar in the case of water

We need a new water code that meets the current requirements, although today the problem is not the administration of this but rather that we only take advantage of the 15% of the fresh water that we have available, losing the remaining 85%. Because of this, we require a code that encourages investment for infrastructure, which is currently precarious, because we do not have reservoirs and we need greater irrigation technification that allows us to increase efficiency in this system. It is necessary to cover the channels for a better use of water and infiltrate the aquifers in order to store for times of scarcity.

We must build systems that allow us to contain large amounts of water in winter and that allow us to introduce this element into intrapredial blocks in summer so as to have permanent supply of this resource. In this perspective, we must reach a great national agreement to see the best form of water distribution, because we have water.

When foreigners come to Chile and we tell them that we don't have water, they can't believe it, because they think that the mountain range could supply the necessary water requirements. Later they confirm that the vast majority of water travels directly to the sea without being used in a rational or sustainable way. We need legal certainty to give security to the farmer, who must also contribute to finance these large irrigation works.

Agriculture currently moves the country, representing 3% of the Gross Domestic Product (GDP), although the integrated universe it covers reaches 11% of GDP. This item produces food, moves transport, ports and demands a workforce that reaches one million jobs.

We currently have 1,2 million hectares of agricultural irrigation and with the new plan we can reach 5 million hectares, which would mean a tremendous impact on the country's development in the strategic perspective of becoming an agrifood power.

But this can not be done by the State alone, in order to transform ourselves into an agrifood power, we need this national agreement. We must give certainty to farmers to invest with safety and confidence. The rules of the game are set by the State and we must abide by them, but these rules must be friendly, because there is water for everyone.

This new Code is necessary because there is a climate change in between, because today the glaciers melt today we do use the groundwater that was not used in the year 81.

I insist: we are losing 85% of the water, we need to agree. The problem is not legislation, it is a precarious infrastructure.
