Shaanxi launches "remote territorial inspection" to release fruit for export

Remote customs inspection in Shaanxi reduces time and costs: The Chinese province launches a video-conference control platform for exported fruit, enabling same-day declaration, inspection, and release, alleviating logistical pressure on businesses.

According to Shaanxi Daily, the packing department of Weinan Dali Ailin Agricultural Development Co., Ltd. recently connected via video call with Weinan Customs officials to conduct remote inspection of a 15,5-ton batch of fresh grapes destined for Indonesia. This is the first time Shaanxi has completed inspection of exported fruit using a remote territorial inspection platform.

According to the report, remote territorial inspection is an operating model launched by the General Administration of Customs that allows for online review by inspectors, on-site collaboration by company personnel, and the support of an intelligent backend system. With this approach, companies no longer have to wait for officials to physically arrive: they can access the system from their mobile devices, request and conduct the inspection on the same day, or, if necessary, on demand. The result is a significant reduction in time, greater efficiency in customs supervision, and more agile clearance for companies.

Previously, scheduling an in-person inspection could take one or two days. With remote video, the process can be completed in about 20 minutes, allowing declaration, inspection, and release in the same day. This alleviates logistical and storage pressure, improves export clearance efficiency, and helps ensure the quality of the fruit upon arrival.

To ensure effective implementation, Weinan Customs formed a team that conducted system tests and process simulations to ensure stable operations. It also provided personalized assistance to businesses in installing and configuring the portable one-stop shop mobile app, enabling them, regardless of their level of digitalization, to learn about, adopt, and benefit from the new system. This was complemented by the use of local green inspection channels, cloud-based certificate issuance, and other facilitation measures to shorten clearance times, reduce costs, and improve efficiency.
